MINSA (Ministerio de Salud) and DGPSA (Dirección General de Protección y Sanidad Agropecuaria, under MIFIC/MAGFOR) jointly govern food and pharmaceutical product registration; Spanish-language labels are required under RTCA (Reglamento Técnico Centroamericano) 67.01.07:10 for intra-Central American trade and domestic retail. CETREX (Centro de Trámites de las Exportaciones) issues export certifications for agricultural products including coffee and beef. Nicaraguan SHG (Strictly High Grown) coffee exported to the EU was previously eligible for GSP+ zero tariffs; following the 2023 GSP+ revocation, standard MFN tariffs of 7.5–9% apply. Market Context — Nicaragua
Nicaragua occupies a commercially ambiguous position: it is Central America's second-largest arabica coffee producer (after Honduras), with the Matagalpa and Jinotega highlands producing internationally prized SHG (Strictly High Grown) washed coffees that command specialty premiums from US and European roasters — while simultaneously operating under growing international isolation due to the Ortega government's authoritarian consolidation (Cardinal Álvaro Leiva and other civil society leaders were expelled or imprisoned in 2022–23). The EU revoked Nicaragua's GSP+ trade preferences in February 2023, increasing tariffs on many Nicaraguan exports. CAFTA-DR (Central America Free Trade Agreement with the US) remains in force, however, and is the primary driver of Nicaragua's free-zone garment manufacturing sector (producing for US brands like Reebok and Hanes).
