Regulatory Environment
EU FIC Regulation 1169/2011 applies; labels must be in Latvian for domestic retail. PVD (Pārtikas un veterinārais dienests — Food and Veterinary Service) enforces food safety and labelling compliance. Rīgas Melnais Balzāms (Latvian Black Balsam, the herbal bitters liqueur) holds EU PGI registration; Latvian honey and amber also carry GI designations. Pharmaceutical packaging is governed by ZVA (Zāļu valsts aģentūra — State Agency of Medicines of the Republic of Latvia), which implemented revised medicinal product labelling regulations effective 20 March 2024; the regulations expanded exceptional cases where foreign-language packaging may be distributed without an individual ZVA permit. Latvia participates in EU MRP/DCP pharmaceutical approval procedures.

Latvia's EU membership and Baltic Sea trade position make Riga-based food and pharmaceutical brands natural exporters to Nordic and German markets; Russia and CIS export has been substantially curtailed since 2022 due to trade sanctions and Latvia's own import bans on Russian and Belarusian agricultural products. Grindeks, Latvia's largest pharmaceutical manufacturer (and originator of meldonium/Mildronate), has historically derived the majority of its revenues from Russia and other CIS countries — a market access risk that remains unresolved as of 2025–26, with the Latvian government vowing to cut trade with Russia while carving out a pharmaceutical sector exemption. New pharmaceutical packaging regulations came into force on 20 March 2024, expanding the circumstances in which marketing authorisation holders may distribute medicines in Latvia using foreign-language packaging without a separate ZVA permit.
