GB 7718-2011 (General Standard for the Labelling of Prepackaged Foods) currently mandates Simplified Chinese-script labelling for all prepackaged food sold domestically, and GB 28050-2011 sets the mandatory Nutrition Facts table format — but both are being superseded: the National Health Commission published GB 7718-2025 and a revised GB 28050 on 27 March 2025, taking effect 16 March 2027 after a two-year transition, adding mandatory allergen labelling across eight allergen categories and tighter rules on 'zero/free-from' claims. SAMR (State Administration for Market Regulation) governs general food-labelling enforcement; NMPA, a body under SAMR, governs cosmetics, medical devices and pharmaceutical packaging, and is mid-reform: its November 2025 reform opinions remove the long-standing requirement that foreign cosmetics brands show evidence of prior overseas sales before entering China. Cross-border e-commerce imports routed through bonded warehouses follow separate, lighter-touch CBEC rules.
