Regulatory Environment
The Afghanistan Standard and Quality Authority (ASQA — formerly the Afghan National Standards Authority ANSA, renamed November 2025) is the national standardisation body, covering 13 product categories including food, pharmaceuticals, cosmetics, construction materials, and electrotechnical goods; it has published more than 800 national standards. ASQA is a member of ISO, the South Asian Regional Standards Organization (SARSO), and the Standards and Metrology Institute for Islamic Countries (SMIIC). Pharmaceutical and food-product registration is governed by the Afghanistan Food and Drug Authority (AFDA), operating under the Ministry of Public Health. AFDA requires that all pharmaceutical labels carry mandatory information in English, Dari, or Pashto — covering ingredients, dosage, expiry date, and safety warnings — and applications must also be submitted in one of those three languages. All imported goods are subject to joint inspection by Ministries of Commerce, Agriculture, and Customs at ports of entry.
Key Industries
Saffron and pomegranate agri-exports (high-value retail and gift packaging for Gulf and European buyers), UN and NGO humanitarian food-aid packaging, pharmaceutical import distribution, fresh and dried fruit supply-chain packaging, and early-stage mineral-extraction services (copper, lithium, and rare-earth sectors attracting industrial packaging demand).
Market Context — Afghanistan
Kabul remains Afghanistan's dominant import-trade corridor, with the Torkham land crossing and Kabul International Airport handling the bulk of consumer-goods inflows. The humanitarian sector — UN agencies, ICRC, and bilateral aid programmes — generates sustained demand for Dari- and Pashto-language packaging across food aid, nutrition products, and medical supplies. High-value agri-export commodities are scaling: saffron exports reached USD 77.5 million in the first six months of 2024 alone, with primary buyers in China, the UAE, Saudi Arabia, India, and Germany. Kandahar-grown pomegranates have their own dedicated World Pomegranate Fair, connecting producers directly with cold-chain and packaging-technology buyers. Total Afghan agricultural exports reached approximately USD 737 million in the first nine months of 2024. Export packaging for these commodities must meet destination-market standards while carrying bilingual Dari/Pashto consumer information for domestic distribution.
