Regulatory Environment

SENASAG (Servicio Nacional de Sanidad Agropecuaria e Inocuidad Alimentaria), under the Ministerio de Desarrollo Rural y Tierras, administers mandatory Registro Sanitario for all processed foods and beverages produced domestically or imported. IBNORCA (Instituto Boliviano de Normalización y Calidad) issues technical standards; the current mandatory pre-packaged food labelling standard is NB 314001:2015 (Fourth Revision), specifying minimum 1 mm type height, Spanish-language text, metric-unit net content, manufacturer or importer name and address, complete ingredient list, lot identification, and best-before or use-by date. Supreme Decree 2452 (issued 15 July 2015) mandates that any food produced, imported, or sold in Bolivia that contains or is derived from genetically modified organisms (GMOs) display a red-triangle symbol bearing the text 'OGM — Organismo Genéticamente Modificado'; enforcement for processed foods was phased to 31 December 2017. For EU organic export markets, Regulation 2018/848 (in force January 2022) requires certification by an EU-recognised control body; active bodies operating in Bolivia include BioLatina, Bolicert, IMO Control Union, and Ecocert. All domestic labels must be in Spanish; 'bilingual Spanish-English' is not a domestic legal requirement — English is relevant only for export-destination markets.

Key Industries

Soybean complex (whole beans, soy meal, and sunflower and soy oils — the largest agricultural export, supplied from the Santa Cruz corridor); quinoa and Andean grains (organic-certified exports primarily to the EU and North America, at approximately USD 1,958 per tonne in 2023); natural gas (exported to Brazil, representing approximately 18% of 2024 export value); zinc, silver, and gold mining (approximately USD 3.15 billion in export value in 2024); lithium carbonate from the Salar de Uyuni (approximately 23 million metric tonnes of identified reserves per USGS; state-operated production facilities under construction); and artisanal textiles and Andean crafts for fair-trade export.

Market Context — Bolivia

Bolivia's soybean complex — whole beans, soy meal, and refined sunflower and soy oils — is the country's largest agricultural export category and primary foreign-currency earner, with processing concentrated in the Santa Cruz department supplying Andean and Mercosur markets. Quinoa is a recognised niche export (approximately 22,700 tonnes shipped in 2022 for a value of roughly USD 46.5 million), but export unit prices have fallen sharply from a peak of approximately USD 6,600 per tonne in 2014 to approximately USD 1,958 per tonne in 2023, making packaging differentiation and organic-certification display critical for shelf standing in European and North American specialty retail. Bolivia holds the world's largest identified lithium reserves — the USGS estimates approximately 23 million metric tonnes in the Salar de Uyuni, roughly 20% of global known reserves — and state-owned Yacimientos de Litio Bolivianos (YLB) signed contracts worth approximately USD 2 billion with Russian and Chinese partners in late 2024 to establish carbonate production facilities. Bolivia's total goods exports contracted to USD 9.06 billion in 2024, with manufacturing, mining and metals, and hydrocarbons accounting for the bulk of revenue. The domestic FMCG retail market is concentrated in La Paz, El Alto, and Santa Cruz, served by chains including Fidalga, Ketal, and Hipermaxi, all requiring IBNORCA NB 314001:2015-compliant pre-packaged labels.
