Regulatory Environment
AZSTAND (Azerbaijani Institute of Standardization) is the national standards body responsible for developing AZS national standards, issuing AZS Certificates of Conformity, and coordinating Azerbaijan's position within the CIS Interstate Standardisation (GOST) framework. Azerbaijan is NOT a member of the Eurasian Economic Union (EAEU) — President Aliyev confirmed in April 2024 that Azerbaijan has no plans to join the bloc — and EAEU Technical Regulations (TR CU) carry no mandatory force in Azerbaijan; prior claims that Azerbaijan requires EAEU TR CU compliance for CIS-destined goods are incorrect. Under Azerbaijan's Law on Foodstuffs and the Law on Food Safety, the Food Safety Agency (Qida Təhlükəsizliyi Agentliyi) is the principal regulatory authority overseeing food production, processing, distribution, and retail compliance, including label enforcement. All consumer product labels must carry text in Azerbaijani (the state language); for imported goods, at minimum the product name, instructions for use, and other mandatory information must be translated into Azerbaijani. Pharmaceutical state registration is administered by the Analytical Expertise Center (CAE) under the Ministry of Health; Cabinet of Ministers Resolution No. 345 of 18 July 2024 updated the Rules of State Registration of Medications. A phased serialisation programme for medicines launched in 2024 — psychotropic and potent drugs required GS1 2D Datamatrix track-and-trace serialisation from 1 January 2024, with all other medicinal products following from 1 June 2024 via the DVTIS electronic monitoring system — a packaging print-specification requirement affecting label artwork, carton dimensions, and barcode placement.
