Regulatory Environment
Angola does not yet have a dedicated national food safety law; the government formally references Codex Alimentarius international standards as the compliance baseline. Regulatory oversight is split between two ministries: the Ministry of Industry and Commerce (MINCO) issues import permits — formally called the Unique Document — for all commercial goods entering Angola, while the Ministry of Agriculture and Forestry (MINAGRIF), through the subordinate Institute of Veterinary Services (ISV) and the National Directorate of Agriculture (DNA), enforces sanitary and phytosanitary standards for agricultural and animal-origin products. Portuguese-language labelling is mandatory on all goods sold in Angola; labels must specify the product name, country of origin, ingredients or composition, net content in metric units, and where applicable a best-before or expiry date. Adhesive Portuguese-language overlay labels affixed to otherwise-compliant foreign-market packs are an accepted compliance mechanism. INADEC (Instituto Nacional de Defesa do Consumidor), the consumer protection body, monitors the market for labelling violations and misleading packaging claims. Executive Decree No. 64/23 of 12 May 2023 introduced a Regulation on Mandatory Sealing requiring all economic operators who manufacture or sell alcoholic beverages, tobacco products, and liquid goods to apply hermetic, tamper-evident closures — a packaging-specification requirement affecting both domestically produced and imported products. Pharmaceutical imports require pre-market authorisation from the Ministry of Health (MINSA). Note: INAPEM (Instituto Nacional de Apoio às Micro, Pequenas e Médias Empresas) is an SME financing and advisory institution with no labelling regulatory function.
