Regulatory Environment
The Act on Labelling and Advertising of Foods (enforced by MFDS) requires Korean-language labels covering product name, ingredients, manufacture/expiry dates, net contents, and nutrition information; a December 2024 revision (in force from 1 January 2026) expands mandatory nutrition labelling to honey and processed animal foods on a phased basis through 2028, and separately introduces QR-code e-labelling so secondary information (full ingredient lists, business address, packaging material) can move off-pack while product name, expiry date, allergens, and storage instructions remain physically printed. All imported food requires MFDS import notification. K-Beauty cosmetics are regulated under the Cosmetics Act, requiring INCI ingredient names rendered in Korean. Packaging structure is separately regulated: portable-electronics packaging under 300g is capped at 35% empty space and two layers, with non-compliant packaging subject to fines. Registered Korean geographical indications relevant to F&B packaging include Boseong green tea (Korea's first agricultural GI, registered 2002) and Jeju Hallabong citrus (registered 2015, Korea's 100th GI). Pharmaceutical and biologics packaging requires MFDS Marketing Authorisation.
