Regulatory Environment
EU FIC Regulation 1169/2011 applies directly; labels must be in Croatian for domestic retail sale. Wine labels must comply with EU CMO Regulation 1308/2013. Croatia's ZOI/ZOZP geographic protection system (equivalent to EU PDO/PGI) was introduced on EU accession (1 July 2013): ZOI requires that grapes originate exclusively from the delimited region with all production stages there; ZOZP requires at least 85% regional fruit with at least one production stage in the zone. PDO products must bear the official EU PDO logotype and, for prosciuttos, the associated origin mark. Pharmaceutical labelling is regulated by HALMED (Agencija za lijekove i medicinske proizvode), which requires Croatian-language labelling and patient information leaflets and may grant case-by-case exemptions. EPR obligations were rewritten under Ordinance OG 137/2023 with mandatory monthly reporting from January 2025; PET beverage containers must contain at least 25% recycled content from 2025. The EU PPWR (Regulation (EU) 2025/40) applies from 12 August 2026.
