Cosmetics must list ingredients in INCI nomenclature and comply with Health Canada's Cosmetic Ingredient Hotlist — a legally enforceable list of prohibited and restricted substances under the Food and Drugs Act and Cosmetic Regulations (not the 'CPC Hotlist,' a frequent misnomer) — alongside mandatory Cosmetic Notification Form (CNF) filing within 10 days of first sale. Cannabis is the most tightly restricted packaging category: under the Cannabis Act (SOR/2018-144), Health Canada mandates plain, standardised packaging with a uniform non-glossy background, the standardized cannabis symbol, mandatory health warning messages, THC/CBD content disclosure and child-resistant closures, with strict limits on logos, colour and any branding element that could appeal to young people. Since 1 June 2025, Quebec's Bill 96 additionally requires French to be markedly predominant — at least double the visual weight of English — on packaging sold in the province.
