Regulatory Environment
Halal certification is governed by the Halal Certificate and Halal Label Order 2005 (in force 1 August 2008; amended by the Amendment Order 2017), administered by MUIB under the Ministry of Religious Affairs. The Order mandates halal certification for all F&B businesses operating in or importing into Brunei, covering ingredient permissibility, processing, handling, storage, packaging and labelling, and premises separation of halal from non-halal goods. Halal certificates cost BND 90 and are valid for three years; per-product halal permits cost BND 50. General food labelling is regulated under the Public Health (Food) Act (Chapter 182) and the Public Health (Food) Regulations S 80/00 (2000), enforced by the Food Safety and Quality Control Division, Ministry of Health. Labels must be in English and/or Malay; nutritional information panels are NOT mandated for domestic retail sale under existing Brunei regulations — they may be required by destination markets for exported goods. A Draft Food Order 2024 is in preparation to replace Chapter 182 with a modernised framework. Note: MIPR (Ministry of Industry and Primary Resources) had no food labelling enforcement responsibility and was restructured and renamed the Ministry of Economy, Trade and Industry (METI) in June 2026; the correct food labelling authority is the Ministry of Health.

Brunei ranks eighth globally in halal food export development; the state-backed BruneiHalalFoods brand distributes beverages, canned food, condiments, cooking oil, frozen food, snacks, and fresh produce across Bangladesh, China, Japan, Malaysia, the Philippines, Singapore, and the UAE. Retail distribution is concentrated in Bandar Seri Begawan through chains such as Hua Ho and Sim Kim Huat, all requiring bilingual Malay-English labelling as a minimum.
