Regulatory Environment
Japan Food Labelling Act (2015) and the Food Labelling Standards administered by the Cabinet Office's Consumer Affairs Agency (CAA) govern food packaging; all labels must be in Japanese. The CAA's most recent amendment, effective 1 April 2026, reclassified cashew nut from a recommended to a mandatory allergen — bringing the mandatory list to nine items (wheat, buckwheat, egg, milk, peanut, shrimp, crab, walnut, cashew) — and added pistachio to the recommended list, for 29 specified allergens in total; walnut itself only became fully mandatory on 31 March 2025 after its own two-year transition, and cashew carries a transition running to 31 March 2028. JAS (Japanese Agricultural Standards) organic certification requires a Registered Certification Body accredited by MAFF. PMDA (Pharmaceuticals and Medical Devices Agency) governs pharmaceutical labelling. Cosmetics require MHLW-compliant labelling with INCI ingredient naming rendered in Japanese.
