Regulatory Environment
EU FIC Regulation 1169/2011 applies; labels must be in Swedish for domestic retail. LIVSFS enforces food law via Livsmedelsverket (Swedish Food Agency). KRAV organic certification is Sweden's national organic standard, widely recognised by Coop, ICA and Axfood. The Nyckelhålet (Keyhole) symbol indicates healthier choice products and is mandated in public sector procurement. Pharmaceutical packaging follows Läkemedelsverket (Swedish Medical Products Agency) standards. Extended producer responsibility (EPR) packaging registration is mandatory under Näringslivets Producentansvar (NPA), the industry-owned PRO that absorbed the former FTI system on 1 January 2024. Deposit-return containers are separately administered by Returpack/Pantamera under the 2022 Packaging Ordinance, with regulatory oversight held by the Swedish Environmental Protection Agency (Naturvårdsverket) since 1 January 2023. Current deposit values — 2 SEK for cans and PET bottles up to 1 litre, 3 SEK for bottles over 1 litre (2025) — must be printed or embossed on-pack.
