Consumer demand for sustainable packaging is real and growing. The challenge for brands is that "sustainable" is not a regulated claim, and the packaging industry has produced decades of materials marketed as environmentally responsible that are, in practice, either no better than conventional alternatives or actively harder to dispose of correctly.

This guide distinguishes the genuinely impactful choices from the marketing-friendly ones, covers the certifications worth paying attention to, and addresses how to make sustainability claims on packaging without misleading buyers.


The Hierarchy of Sustainable Packaging Choices

Before choosing a material or certification, it helps to have a framework. Environmental impact in packaging comes from three main sources: the material's production (how much energy and resource it takes to make), the end-of-life pathway (what actually happens to it after use), and the weight and volume (which affects transport emissions across the supply chain).

The most impactful choices, in rough order of effectiveness:

1. Use less packaging. The most sustainable packaging is the packaging that doesn't exist. Right-sizing boxes (eliminating excessive void fill), reducing layer count (outer box + inner tray + tissue + insert is four materials; outer box + tissue is two), and eliminating unnecessary components (a thank-you card that could be printed inside the box lid) all reduce impact without a material switch.

2. Use recycled content. Packaging made from recycled material — recycled corrugated board, recycled PET, recycled aluminium — avoids the energy and resource cost of virgin material production. Recycled content is often cheaper than virgin material as well as less impactful.

3. Use materials with clear end-of-life pathways. The recyclability of packaging depends not just on whether the material can theoretically be recycled, but whether it will actually be recycled in the specific market where the product is sold. A material that's accepted in all UK kerbside recycling collections has a higher real-world recycling rate than a material that requires specialist drop-off.

4. Switch to more sustainable material types where end-of-life is equivalent. If the recyclability and weight are similar, switching to a material with lower production impact (FSC-certified paper rather than uncertified, bio-based plastic for applications where recycling rates are otherwise low) is the next decision.


Materials: What the Claims Mean in Practice

Paper and Corrugated Board

Paper-based packaging is widely perceived as inherently sustainable, and it's broadly accurate for most use cases: corrugated cardboard and paperboard are the most recycled packaging materials in the world, with high collection and processing rates in most developed markets.

What's actually important:

  • Recycled content percentage — most standard corrugated board is 70–100% recycled content; virgin-fibre board has a higher production impact
  • FSC or PEFC certification — confirms the virgin fibre used comes from responsibly managed forests; relevant for virgin-fibre paperboard and paper used in labels
  • Coatings and laminates — paper coated with a plastic film (many coffee cups, kraft paper bags with PE lining) is technically paper but not recyclable through standard paper collection; the laminate prevents recycling

Paper is not automatically the most sustainable choice over plastic for every application. A very thin, lightweight plastic pouch may have lower carbon impact across its lifecycle than a heavy paper-based alternative that requires more material by weight and energy-intensive coatings to achieve the same barrier properties.

Plastic Packaging

Plastic is complex. Different polymer types have very different end-of-life pathways:

PET (polyethylene terephthalate, resin code 1) — the most widely recycled plastic in the world. Clear PET bottles, trays, and films are collected in most UK and US recycling programmes. High-clarity recycled PET (rPET) is available and widely used by brands with sustainability commitments.

HDPE (resin code 2) — also widely recycled; used for bottles, milk jugs, and some food packaging. Good end-of-life pathway in most markets.

PP (polypropylene, resin code 5) — recyclable but collected less consistently than PET and HDPE in many markets; recycling rates are lower in practice even where collection exists.

PVC (resin code 3) — not recyclable in most municipal systems; can contaminate recycling streams when included; should be avoided in consumer packaging where alternatives exist.

Mixed-layer laminates (most flexible pouches) — standard multi-layer flexible packaging (metPET/PE, OPP/PE, and similar laminates) is not recyclable through standard household collection in any major market. These pouches cannot currently be recycled at scale despite the materials theoretically being plastic. Emerging chemical recycling technologies may change this, but the current end-of-life reality for most flexible packaging is landfill or incineration.

"Compostable" Packaging

Compostable packaging has been heavily marketed as a sustainable alternative, and its appeal is understandable — the idea that packaging can return to soil is genuinely attractive. The reality is more complicated.

Home compostable vs industrially compostable: Most compostable packaging certified to EN13432 (the European standard) or ASTM D6400 (US standard) is industrially compostable — it requires temperatures of 55–60°C sustained over weeks, conditions only found in industrial composting facilities. It will not break down in a home compost bin or in the natural environment within a meaningful timeframe. If industrial composting infrastructure doesn't collect the packaging in practice, it ends up in landfill where it doesn't compost either.

Home-compostable packaging (typically certified to EN13432 plus OK Compost Home certification, or equivalent) will break down in a home composting environment. This is genuinely better than industrially compostable for products where the consumer is likely to have home composting access. It's not universal.

The problem: Many brands certify packaging as "compostable" and print this prominently, without acknowledging that the infrastructure to compost it either doesn't exist in most locations or requires specific consumer actions that most consumers won't take. This is increasingly classified as greenwashing by UK and EU regulators.

Bio-Based Plastics

Bio-based plastics (PLA, PBAT, and others) are made from plant-derived feedstocks rather than fossil fuels. This does not automatically make them more sustainable, recyclable, or compostable.

PLA (polylactic acid) — made from corn starch or other plant sugars — is industrially compostable but not home compostable or recyclable through standard plastic recycling. If PLA ends up in a conventional plastic recycling stream, it contaminates it.

Bio-based PE and bio-based PET — chemically identical to their fossil-fuel-derived equivalents, recyclable through the same channels — are more genuinely useful: they have the same end-of-life pathway with a lower production carbon footprint.


Sustainability Certifications Worth Paying Attention To

FSC (Forest Stewardship Council) — The most credible certification for paper and wood-based packaging. FSC-certified paper or board confirms that the virgin fibre content comes from forests managed to social and environmental standards. Relevant for labels, cartons, corrugated board, and tissue paper.

PEFC (Programme for the Endorsement of Forest Certification) — An alternative to FSC; slightly different standard but similarly credible. Accepted in many supply chains alongside or instead of FSC.

Seedling logo (EU and UK compostable) — Indicates the packaging meets EN13432 for industrial compostability. Does not indicate home compostable. The Seedling logo is managed by European Bioplastics; the equivalent in the US is BPI (Biodegradable Products Institute) certification.

OK Compost Home — Indicates home compostability; a meaningfully more useful claim than industrial compostability for most consumer applications.

GRS (Global Recycled Standard) — Certifies the percentage of recycled content in a material, along with social and environmental practices in the processing. Relevant for packaging with significant recycled plastic or recycled fibre content.

How2Recycle (US) — A standardised labelling system that indicates the recyclability of specific packaging components to US consumers. Brands enrolled in How2Recycle display a label that tells consumers which components to recycle and how. Increasingly required by major US retailers.

OPRL (On-Pack Recycling Label, UK) — The UK equivalent of How2Recycle. Indicates whether a packaging component is widely recycled, check locally, or not yet recycled at kerbside level in the UK.


Greenwashing: What Regulators Are Targeting

The UK Competition and Markets Authority (CMA) and the US Federal Trade Commission (FTC) have both issued guidance and enforcement actions against misleading environmental claims in packaging. The EU Green Claims Directive (in progress) will impose significant new requirements on substantiation of environmental claims.

Claims that are most likely to be challenged:

"Eco-friendly" — Not a defined term; vague and unsubstantiated without supporting evidence.

"Green" — Same problem.

"Natural" — Not a regulated environmental claim; does not mean biodegradable, recyclable, or sustainably sourced.

"Recyclable" — If the packaging can technically be recycled but isn't actually collected in most markets where it's sold, this claim is potentially misleading. The FTC's Green Guides (US) require that recyclability claims be substantiated by evidence that meaningful collection and processing infrastructure exists where the product is sold.

"Biodegradable" — Almost all organic materials biodegrade eventually; this claim is meaningless without a timeframe and conditions specification. The FTC prohibits unqualified biodegradability claims for products that won't biodegrade "within a reasonably short period of time" in normal disposal conditions.

"100% compostable" — If the packaging is industrially compostable only, and consumers in most locations won't have access to industrial composting, this claim is misleading. Home compostability is a more defensible claim where the product is certified accordingly.


Communicating Sustainability on Pack Without Greenwashing

The standard that protects brands from regulatory challenge: make specific, substantiated claims about what is true, rather than broad claims about environmental benefit.

Preferred claim formats:

  • "Made from 80% recycled materials" (specific, verifiable)
  • "Widely recyclable — please recycle" with OPRL or How2Recycle label (systematic, standardised)
  • "FSC-certified paper" (third-party verified)
  • "Industrially compostable in commercial composting facilities" (accurate scope)
  • "We use 40% less packaging than our previous design" (specific, comparative)

Claims to avoid without robust substantiation:

  • "Eco-friendly"
  • "Sustainable packaging"
  • "Green packaging"
  • "Good for the planet"
  • "Compostable" without qualifying the conditions

The more specific and evidence-backed the claim, the more defensible it is and the more credible it reads to an increasingly sustainability-literate consumer base.


Designing Sustainability Into the Brief

Sustainable packaging decisions are made most cost-effectively at the brief stage, not as retrofits to a completed design. When briefing a packaging project with sustainability goals, specify:

  • Target materials (corrugated board, recycled PET, mono-material PP, certified paper)
  • Required certifications (FSC, GRS, How2Recycle enrolled, OK Compost Home)
  • Design constraints (no mixed-material laminates, no PVC, mono-material preferred)
  • Claims to be made on pack and the substantiation available for each claim
  • End-of-life communication (recycling instructions, disposal guidance)

Your designer can then work within these constraints from the start rather than discovering material conflicts after the design is developed.


FAQ

Is paper packaging always more sustainable than plastic? Not always. The answer depends on the specific materials being compared, the production efficiency (how much material is needed to do the same job), and the end-of-life pathway in the markets where the product is sold. A thin, recyclable plastic label may have lower lifecycle impact than a thicker paper label with a plastic laminate that renders it non-recyclable. Each decision requires examining the specific comparison rather than applying a blanket assumption.

What's the most sustainable change a brand can make to its packaging today? For most brands, the single highest-impact change is right-sizing — reducing the amount of packaging used relative to the product. This reduces material cost, transport weight and volume (which reduces delivery emissions), and material waste. It's also usually the cheapest change rather than one that costs more.

Are compostable mailer bags a good sustainable choice for e-commerce? For brands whose customers have high rates of home composting access, home-compostable mailer bags are a genuine sustainability improvement over standard poly mailers. For most brands shipping to general consumer audiences, the practical reality is that most bags will go to landfill regardless of compostability certification, because consumers won't take the action required. Recycled-content PE mailers are arguably more impactful because they have an existing end-of-life infrastructure.

How do I check if a packaging claim will be acceptable to UK or US regulators? In the UK, follow the CMA's guidance on Green Claims Code (published 2021). In the US, follow the FTC's Green Guides (most recent version 2012; update in progress as of 2026). For specific claims, seek legal review if significant marketing investment depends on the claim's validity.
