Every major food, cosmetic, and pharmaceutical regulatory regime specifies minimum type sizes for packaging text. These minimums exist to protect consumers — particularly those with vision impairment — from packaging where critical information (ingredients, allergens, dosage, expiry dates) is printed too small to read.

The regulations define a floor, not a target. Text at the regulatory minimum size is often only marginally legible under ideal conditions, and completely illegible on textured surfaces, in low light, or for the approximately 8% of adults in the UK and 12% of US adults who have some degree of vision impairment. A design that meets the regulatory minimum while failing practical legibility is technically compliant but functionally inadequate.

How Type Size Is Measured for Packaging Regulations

Regulatory minimum type sizes are typically specified in one of two ways:

Point size (pt). One point is 1/72 of an inch (approximately 0.353mm). Type size in points refers to the cap height of the typeface — but "cap height" varies between typefaces at the same nominal point size, because different typefaces have different x-heights, cap heights, and optical sizes relative to their em square. A typeface with a large x-height (like Arial) is noticeably more legible at the same point size than a typeface with a small x-height (like many serif text faces), because the lowercase letters are proportionally larger.

Cap height (mm or inches). Some regulations specify the actual height of a capital letter in millimetres, independent of point size. This is more precise than point size because it removes typeface variation from the measurement.

When regulations specify minimum type size in points, always verify the practical cap height on the actual typeface you are using before finalising artwork.


US Requirements

FDA Food Labelling (21 CFR Part 101)

Nutrition Facts panel: All required text in the Nutrition Facts panel is governed by the specific formats in 21 CFR 101.9. The regulations specify exact type sizes (in points) for each element:

  • "Nutrition Facts" header: 13pt minimum (bold), 8pt for small panels
  • Nutrient names: 8pt minimum (6pt on small packages)
  • Daily value percentages: 8pt minimum
  • Footnote text: 6pt minimum

Ingredient list: Minimum 1/16 inch (approximately 4.5pt) character height. This applies to the ingredient list and other mandatory declarations.

Net quantity of contents: Minimum height specified by container size. For containers with principal display panel (PDP) area of 5 square inches or less: minimum 1/16 inch. For PDPs up to 25 square inches: minimum 1/8 inch. For PDPs over 25 square inches: minimum 3/16 inch.

Name and address: Same minimum as ingredient list — 1/16 inch minimum.

Practical note: 1/16 inch (4.5pt) is the absolute regulatory floor for the ingredient list. At 4.5pt in most typefaces, the text is technically present but requires good lighting and normal vision to read. Most packaging designers work at a practical minimum of 6pt for ingredient lists on coated substrates, 7pt on uncoated or textured substrates.

FDA Supplement Facts Panel (21 CFR 101.36)

The Supplement Facts panel has the same minimum sizes as the Nutrition Facts panel. The "Supplement Facts" header must be at least 13pt (bold); the supplement content table follows the same size requirements as the Nutrition Facts panel.

FDA Cosmetics (21 CFR 701.13 / 701.3)

EU Food Information for Consumers (Regulation 1169/2011)

General minimum: Mandatory information must be in characters with an x-height (the height of the lowercase letter 'x') of at least 1.2mm. For packaging where the largest surface area is less than 80cm2, the minimum x-height is 0.9mm.

To verify compliance, measure the actual printed x-height of the lowercase 'x' in your chosen typeface at the specified point size. If it is at least 1.2mm, the requirement is met.

Allergen minimum: Allergens must be emphasised (bold is the standard method) but the minimum size requirement is the same as the general mandatory information minimum.

EU Cosmetics Regulation (EC 1223/2009)

The EU Cosmetics Regulation does not specify a minimum character size in millimetres or points. Instead, it requires that information must be "indelible, easily legible, and clearly visible." In practice, this is interpreted as no smaller than the EU food labelling minimum (1.2mm x-height) for practical legibility standards, and many cosmetic brand owners and regulatory consultants use this as a working minimum.


UK Requirements Post-Brexit

UK food labelling (Food Information Regulations 2014) retains the EU 1.2mm x-height minimum. Post-Brexit amendments have not changed this measurement.

For small packages (largest surface area under 80cm2), the UK minimum is also 0.9mm x-height — consistent with the retained EU minimum.

UK cosmetics follow the same "easily legible and clearly visible" standard as EU cosmetics, without a specific numeric minimum.


Practical Legibility Standards

The regulatory minimums define what is technically permissible. The practical minimums define what is actually readable by the people your packaging is designed to serve.

The design standard: 6pt minimum for print. At 6pt in a typeface with a reasonable x-height (Arial, Helvetica, Open Sans, or equivalents), text is legible under standard lighting conditions on a smooth coated substrate for adults with normal or corrected-to-normal vision. This is the minimum used by most experienced packaging designers for body text, ingredient lists, and regulatory declarations.

7–8pt on textured, uncoated, or dark substrates. On uncoated kraft, on textured surfaces, on dark backgrounds with reversed-out (white) text, or on labels with embossed or textured finishes, optical legibility decreases at small sizes. For these substrates and treatments, move to 7–8pt as the practical minimum.

8–9pt for critical health and safety information. Dosage instructions, allergen warnings, safety precautions, and expiry dates are the text elements a consumer most needs to read correctly. Using a minimum of 8–9pt for these elements — even where the regulatory minimum is lower — is a practical standard that protects both consumers and brands from the consequences of misread safety information.

Never go below 6pt in print — for any text. Text below 6pt in most typefaces is not reliably legible in print, regardless of regulatory permissions. Legal text, disclaimer text, and fine print that appears in packaging at 4–5pt may technically satisfy the regulatory requirement while being functionally invisible. This is a packaging failure even when it is a regulatory success.


Typeface Choice and Legibility

At small sizes, typeface choice significantly affects practical legibility. The factors that matter:

X-height. A high x-height (the height of lowercase letters relative to the capital letters) is the most important factor for legibility at small sizes. At 6pt, a typeface with a large x-height (like Helvetica, Roboto, or Gill Sans) produces lowercase letters significantly larger than a typeface with a small x-height (like Garamond or Bodoni). The regulatory minimum x-height measurement rewards high x-height typefaces.

Stroke contrast. High-contrast typefaces (where thin strokes are very thin and thick strokes are very thick — like Bodoni or Didot) lose their thin strokes in print at small sizes, making the letterforms look broken or illegible. Low-contrast or monolinear typefaces (sans-serifs, or humanist serifs like Minion) retain their legibility at small sizes.

Letter spacing. Tracking (letter spacing) that is too tight merges letterforms; tracking that is too open makes text harder to read at a glance. For small regulatory text at 6–8pt, slightly looser tracking than display-size text improves legibility.

Serif vs. sans-serif at small sizes. At sizes above approximately 8–9pt, both serif and sans-serif typefaces are legible. Below 8pt, sans-serif typefaces are generally more legible in print because serifs (the small terminals on letterforms) may partially merge or disappear in print at very small sizes, particularly on textured substrates.


Checking Type Sizes Before Going to Print

Print at actual size. Always print the artwork at 100% (actual printed size) before finalising. A label that looks perfectly legible on screen at 400% zoom may be completely unreadable at actual print size. This is the most consistently overlooked step in packaging artwork review.

Use a type gauge or ruler. Physically measure the x-height of the printed type on a proof. If it measures below 1.2mm (EU/UK food minimum) or below 4.5pt equivalent (US regulatory minimum), the text is too small.

Have someone unfamiliar with the design read it. A fresh reader not familiar with the text will encounter the same reading conditions as a consumer. If they struggle, the type is too small.
