Fine fragrance is one of the few product categories where the packaging is as important as the product itself. In perfumery, the bottle, the cap, the box, and the presentation communicate the character of the scent before the product is even tested. Heritage houses have understood this for over a century — the Chanel No. 5 bottle, designed in 1921, is as culturally recognisable as the fragrance it contains.

For indie fragrance brands entering a market dominated by legacy houses with established visual languages, packaging is the primary tool for establishing credibility, communicating positioning, and creating the sensory experience that makes a fragrance feel worth its price.

This guide covers the technical components of fragrance packaging, the regulatory requirements that apply, and the design considerations that distinguish packaging that works from packaging that looks like it belongs in an airport gift shop.


The Components of Fragrance Packaging

Fragrance packaging is a multi-component system. Each component has its own supply chain, its own technical specifications, and its own design constraints.

The Flacon (Primary Container)

The flacon is the glass bottle that contains the fragrance. It is the primary design object — the most visible, most handled, and most photographed element of the fragrance packaging system.

Stock vs custom flacons. The fragrance industry operates on two tiers: stock flacons (standard bottle shapes available from glass suppliers at no tooling cost) and custom flacons (bespoke bottle shapes requiring mould development). The cost differential is significant.

Stock flacons are available from specialist fragrance glass suppliers (Verescence, Pochet, Stoelzle, Beatson Clark in the UK) in capacities from 10ml to 100ml and above. Standard bottle shapes — cylindrical, rectangular, square-shouldered — are available with no minimum tooling investment and in relatively small minimum quantities (500–2,000 units depending on supplier). This makes stock flacons the right choice for most indie brands at launch.

Custom flacons require mould tooling costing $15,000–$60,000 per mould and minimum orders of 10,000–30,000 units. This is an investment for established brands at scale, not for launch.

Glass colour. Clear glass is standard and allows the fragrance colour to be visible — an intentional design element for coloured fragrances. Frosted glass (acid-etched or sandblasted surface) creates a matte tactile finish. Coloured glass (black, amber, navy, emerald) is used by brands where hiding the liquid serves the design concept or where the liquid itself is unappealing visually. Note that coloured glass requires minimum order quantities from the glass supplier and typically adds cost.

Capacity considerations. The dominant retail fragrance sizes are 30ml, 50ml, and 100ml (EDP and EDT). Travel sizes (5–15ml) and discovery sizes (1.5–2ml) are important for acquisition — allowing first-time buyers to try before committing to full size.

The Pump and Valve

The pump assembly is what dispenses the fragrance in a controlled spray. It consists of:

  • The crimp pump (for traditional crimp-top bottles) — a metal ferrule mechanically crimped around the bottle neck during filling, securing the pump assembly
  • The screw pump (for screw-top bottles) — threaded onto the bottle neck and more easily removed
  • The capillary tube — the dip tube inside the bottle that draws liquid from the base of the bottle to the pump mechanism

Most fine fragrances are specified at 0.10ml per actuation.

Pump and valve are sourced from specialist component suppliers: Aptar Fragrance + Beauty, Albéa, and RPC Bramlage are major suppliers. Many fragrance filling and packaging houses (contract fillers) have approved pump supplier relationships and can supply the complete filled and assembled unit.

The Cap

The cap (or overcap) sits over the pump actuator when the fragrance is not in use. Caps are typically made from:

  • Zamak (zinc alloy) — the most common material for premium caps, die-cast and then plated or lacquered. Zamak has good weight and a metallic quality that reads as premium.
  • Acrylic — lighter than zamak, available in high clarity or tinted versions. Acrylic caps are common in the masstige segment.
  • ABS plastic — lowest cost, typically lacquered or metallised. Common in mass-market fragrance.
  • Glass — uncommon due to fragility and cost, but used by ultra-premium brands.
  • Wood or resin — used by artisan and niche brands to communicate natural or handcrafted positioning.

The cap should have a satisfying mechanical engagement with the bottle neck — the click or resistance when the cap is placed should feel intentional, not loose. This is a detail that reviewers and fragrance enthusiasts consistently notice and comment on.

The Collar and Decoration

The collar is a decorative element that sits at the base of the pump mechanism, covering the crimp and the transition between bottle neck and pump. Collars can be plain (just the crimp ring), decorated with an applied label or heat-shrink sleeve, or replaced with a bespoke metal collar (zamak or aluminium) that integrates the bottle and pump into a single cohesive visual unit.

The Outer Carton

Fragrance cartons are typically produced in 350–450gsm solid bleached sulphate (SBS) board and finished with high-quality print: offset litho, with foil stamping, embossing, or spot UV as the premium finishing techniques. The Inner Construction

  • Folded card inner (chipboard or SBS) — the most common, lowest cost option. A formed card structure holds the bottle upright and prevents movement.
  • Moulded pulp — a formed paper pulp tray. Increasingly preferred for sustainability credentials. More expensive than card.

Regulatory Requirements for Fragrance Packaging

IFRA Compliance

The International Fragrance Association (IFRA) issues standards that restrict or limit the use of specific fragrance ingredients based on safety data. IFRA standards are issued by use category — rinse-off products, leave-on products, fine fragrance, candles — with different limits for each.

IFRA compliance is not a legal requirement in the US at the federal level, but it is an industry standard that major retailers and filling houses require. In the EU, IFRA-restricted ingredients that appear in finished fragrances are covered by the EU Cosmetics Regulation — brands selling in the EU must ensure formulations comply with Annexes II, III, and IV of the regulation, which substantially overlaps with IFRA standards.

US Requirements

In the US, fragrance ingredients are collectively declared as "Fragrance" or "Parfum" under FDA rules. The FDA does not currently require individual disclosure of fragrance ingredients. However:

  • The Safety Disclosure Act (proposed, not yet enacted as of knowledge cutoff) would require fuller fragrance ingredient disclosure

What minimum quantity can I realistically launch with? With stock glass and a standard pump, minimum quantities are typically 250–500 units per SKU with most contract fillers. Some boutique fillers will work with quantities as low as 100–150 units. Below this, hand-filling in a compliant workspace is an option for the very early validation stage.

Do I need IFRA certification?
