Food Packaging Design: FDA Label Requirements, Formats, and What Makes Food Brands Win on Shelf
Food packaging is one of the most demanding design briefs in the industry. It has to satisfy federal labelling regulations, survive a supply chain that includes freezers, warehouses, and shopping bags, communicate product benefits in under two seconds, and — increasingly — compete simultaneously in retail and e-commerce environments that have almost nothing in common visually.
Most food packaging design failures aren't failures of creativity. They're failures of system thinking: labels that are creative but non-compliant, designs that photograph well but fail at shelf scale, brands that look distinctive in isolation but generic in a category context.

The Regulatory Framework for Food Labelling in the US
Food products sold in the US are regulated by the FDA under the Federal Food, Drug, and Cosmetic Act (FD&C Act) and the Fair Packaging and Labeling Act (FPLA). The primary labelling regulations are in 21 CFR Part 101.
The USDA regulates meat, poultry, and egg products under separate authority — the Federal Meat Inspection Act and the Poultry Products Inspection Act. If your product contains meat or poultry, USDA FSIS (Food Safety and Inspection Service) labelling requirements apply rather than (or in addition to) FDA requirements.
The FTC regulates food advertising claims in marketing and digital channels. "Organic," "natural," "non-GMO," and similar claims used in advertising (as opposed to on the label itself) fall under FTC jurisdiction, often with overlapping FDA or USDA authority.
Mandatory Label Elements for FDA-Regulated Foods
Every packaged food sold in the US must include these elements. Missing or incorrectly formatted elements are the most common cause of FDA Warning Letters for food brands.
Statement of Identity
The common or usual name of the food must appear prominently on the Principal Display Panel (PDP — the front label) in bold type, parallel to the base of the package. "Oat Granola," "Salted Caramel Sauce," "Organic Chickpea Pasta" — the statement of identity tells the consumer what they're buying before they read anything else.
The statement of identity must be in a type size reasonably related to the most prominent type on the PDP. It cannot be hidden or subordinated to a brand name or tagline.
Net Quantity of Contents
On the PDP, in the bottom 30% of the panel, in both metric (grams/millilitres) and US customary units (ounces/fluid ounces). For count items (cookies, bars, sachets), the count plus the metric weight must be declared: "6 bars (42g each) / 252g."
FDA regulations specify minimum type sizes for the net quantity declaration based on the area of the PDP. Non-compliance is one of the most common findings in FDA inspections of food labels.
Nutrition Facts Panel
The Nutrition Facts panel underwent a significant redesign in 2020 — the updated format is now mandatory for most manufacturers. Key changes from the previous format:
- Calories displayed in significantly larger type (the most prominent numeric value on the panel)
- "Added Sugars" is a new required row, listed below Total Sugars
- Vitamin D and Potassium replaced Vitamins A and C as mandatory nutrients
- "% Daily Value" header moved to the top of the % DV column
- Serving sizes updated to reflect amounts people actually eat (larger servings for many foods)
- Dual-column format required for packages between 200–300% of a single serving (e.g., a 20oz soda bottle — one column for "per serving," one for "per container")
The Nutrition Facts panel format is precisely specified: type sizes, line weights, column proportions, and the order of nutrients are all defined in FDA regulations. The FDA publishes label templates — use them or build to the exact specification.
Small business exemption: Manufacturers with fewer than 10 full-time employees and annual sales under $10 million may be eligible for simplified Nutrition Facts formatting or exemption from certain requirements. Verify current thresholds with FDA guidance.
Ingredient List
In descending order of predominance by weight. All ingredients must be listed by their common or usual name. Sub-ingredients of a multi-ingredient component can be listed in parentheses after the component name, or all sub-ingredients can be integrated into the main ingredient list.
Colours: Certified colour additives (FD&C colours) must be listed by name (e.g., "Yellow 5," "Red 40"). Non-certified natural colours (e.g., beet juice, turmeric extract) can be listed as "beet juice color" or similar descriptive names.
Flavours: "Natural flavour," "artificial flavour," or "natural and artificial flavour" are the permitted declarations. Individual flavour compounds do not need to be individually listed.
Allergen Labelling (FALCPA + FASTER Act)
The FDA's Food Allergen Labeling and Consumer Protection Act (FALCPA) and the Food Allergy Safety, Treatment, Education, and Research (FASTER) Act require declaration of the "Big Nine" major food allergens:
- Milk
- Eggs
- Fish (with species declared: e.g., "Fish (salmon)")
- Shellfish (with species: "Shellfish (shrimp)")
- Tree nuts (with species: "Tree nuts (cashews, almonds)")
- Wheat
- Peanuts
- Soybeans
- Sesame (added under the FASTER Act, effective January 2023)
Allergens can be declared in two ways:
- In the ingredient list: "Contains: milk, wheat, sesame" as a plain-language statement immediately after the ingredient list
- Within the ingredient list itself: Parenthetical declaration following the ingredient — "flour (wheat)," "lecithin (soy)"
Many brands use both approaches for maximum clarity. "Contains" statements cannot substitute for a complete ingredient list — both must be present.
Advisory/precautionary statements ("May contain traces of peanuts," "Manufactured in a facility that also processes tree nuts") are voluntary and not regulated by FDA — but are widely used and expected by retailers and cautious consumers. These statements cannot replace the mandatory allergen declaration.
Name and Address
The name and place of business of the manufacturer, packer, or distributor — city, state, and zip code. For co-manufactured products or private label: "Manufactured for [Brand Name]" or "Distributed by [Brand Name]" is acceptable.
Country of Origin
Required for certain food categories under COOL (Country of Origin Labeling) rules — most relevant for fresh produce, seafood, peanuts, pecans, ginseng, and certain meats. For processed foods, country of origin labelling is generally voluntary unless a specific rule applies.
Claims on Food Packaging: What's Permitted
Nutrient Content Claims
Regulated terms with FDA-defined meanings:
- "Low fat": 3g or less fat per serving
- "Fat free": Less than 0.5g fat per serving
- "Low sodium": 140mg or less sodium per serving
- "Good source of [nutrient]": 10–19% of Daily Value per serving
- "Excellent source of" / "High in [nutrient]": 20% or more of Daily Value per serving
- "Light" / "Lite": At least 1/3 fewer calories or 50% less fat than the reference food
- "Natural": FDA has not formally defined this term for food. Use with caution — FTC has taken enforcement action against food brands using "natural" in ways that consumer research shows is misleading.
Using these terms without meeting the regulatory definitions is a violation of 21 CFR Part 101 and a common cause of FDA Warning Letters.
Health Claims
Authorised health claims describe a relationship between a food substance and a reduced risk of a disease or health condition. These require FDA authorisation or significant scientific consensus. Examples: "Diets low in saturated fat and cholesterol may reduce the risk of heart disease." Health claims are strictly regulated and rarely used outside of large food manufacturers with regulatory affairs teams.
"Free From" and Marketing Claims
"Gluten-free," "non-GMO," "no artificial colours," "no added preservatives" — these are common marketing claims with varying regulatory status:
- "Gluten-free": FDA-regulated definition (less than 20ppm gluten). Must be truthful and substantiated.
- "Non-GMO": Not FDA-regulated as a label claim. Non-GMO Project Verified is a third-party certification with its own standards. USDA Bioengineered (BE) label is now mandatory for certain foods containing bioengineered ingredients.
- "No artificial colours/flavours/preservatives": Must be accurate and not misleading. Cannot be used if the product contains any artificial colour, flavour, or preservative.
- "Organic": USDA-regulated certification. "Certified Organic" and "USDA Organic" seal require third-party certification to USDA National Organic Program standards.
Container Formats for Food Products
Flexible Pouches
Stand-up pouches (SUPs), flat pouches, and spouted pouches are among the most versatile formats in food packaging. Used for snacks, powders, frozen foods, sauces, baby food, and pet food. Design surface: Front panel, back panel, and gussets. The front panel is the primary brand canvas. The back panel carries Nutrition Facts, ingredient list, and regulatory information. Gussets are often printed with a single colour or pattern.
Finish options: Matte finish signals premium/natural/artisan positioning — extremely popular in premium snack, nut butter, and health food categories. Gloss finish is brighter and more colour-saturated, appropriate for more mainstream or value positioning. Kraft (brown paper look) is popular in natural and organic food brands.
Zipper reseal: Standard for most dry goods pouches above 100g. Spouted cap with reseal for liquid and semi-liquid products.
Folding Cartons (Boxes)

Panel structure: Front panel (PDP), back panel, two side panels, top and bottom closure flaps. The standard retail orientation is front-facing, so the front panel carries the most design investment. Side panels are visible when products are displayed at an angle or in a row.
Printing options: Litho-laminated for high image quality and tactile finishes (spot UV, soft touch, foil). Flexographic or digital printing for shorter runs. Litho-lamination to a corrugated substrate for heavier products requiring structural protection.
Cans and Tins
Metal cans for shelf-stable foods (soups, vegetables, beans, fish), decorative tins for premium dry goods (cookies, tea, coffee). The format communicates durability and shelf stability.
Label options: Wraparound paper or film label on the can body, or direct lithographic printing on the can itself (for larger print runs where tooling cost is justified). Litho-printed cans have a premium feel and no label edge to peel — preferred for premium brands.
Design consideration: Can labels have a circumferential seam at the label edges. The design must not place important content near the seam. Round surfaces read differently from flat panels — type needs to be evaluated at the actual radius of the can, not on a flat screen.
Glass Jars and Bottles
Used for sauces, jams, pickles, olive oils, hot sauces, and other high-value or premium food products. Glass communicates quality, safety, and sustainability positioning (genuinely more recyclable than most plastics).
Label options: Pressure-sensitive adhesive labels (paper, BOPP, or PE film), or direct screen/ceramic print on glass for premium runs. Cut-and-stack labels (wet-glue) are used for high-volume production but require a labeller machine.
Wet environment: Food products in glass jars are often used in wet kitchen environments. PE (polyethylene) film labels with waterproof adhesive are significantly more durable than paper labels in these conditions.
Rigid Plastic Containers
Tubs, cups, clamshells, and trays for deli items, produce, dairy, fresh meals, and snacks. Often sold with in-mould labelling (IML) for high-volume production, or with pressure-sensitive labels for smaller runs.
Design Decisions That Drive Sales in Food
Category Colour Conventions
Every food category has colour conventions that communicate product type at a pre-conscious level. In coffee: dark roast is typically brown or black; medium is red/warm; light roast is yellow or gold. In yoghurt: Greek/protein is typically black or deep blue; flavoured is the colour of the fruit; plain/natural is white or cream.
Understanding these conventions is not about following them blindly — it's about deciding deliberately when to use them (for category legibility) and when to break them (for differentiation). A brand that breaks category colour conventions without a clear reason confuses rather than differentiates.
Photography vs Illustration
In food packaging, photography of the food product or the key ingredient is the most direct purchase trigger — it answers "what does this taste like?" faster than words can. The best food packaging photography shows the product at its most appetising: close-up, warm light, appropriate garnishes that suggest flavour without misleading.
Illustration works when:
- The product has no photogenic form (a powder, a liquid, a dried ingredient)
- The brand is building a distinctive illustrated style as a brand asset
- The product category is generic and illustration provides the differentiation that product photography can't
Some of the most effective contemporary food brands use illustration for their primary identity and photography in secondary panels — the illustration establishes brand character, the photography answers the "what does it taste like?" question.
Front Panel Hierarchy for Food
In food retail, the consumer scans the shelf at approximately 3 metres, then closes to 1 metre, then picks up the product. Three different viewing distances mean three different elements of the design need to be doing different work:
At 3 metres: Colour blocking and the dominant graphic element (product name in large type, a hero image, a distinctive shape). These create the shelf interrupt.
At 1 metre: The product name, the flavour or variant, the key claim. These confirm "yes, this is the product I'm looking for" or "yes, this looks interesting."
In hand: The ingredient list, nutritional information, back panel content. This is where the trust-building detail lives.
Packaging designed only for the in-hand reading distance fails at shelf. The most common form of this failure is a front panel with too much information — five claims, a certification stack, a paragraph of copy — that creates visual noise that registers as nothing at shelf distance.
Typography for Appetite Appeal
Food typography has a specific job: communicating flavour, freshness, and appetite appeal, not just conveying information. Type choices create taste associations:
- Rounded, warm letterforms: Approachable, homemade, fresh — bakery products, family foods, comfort categories
- Sharp, geometric sans-serif: Precise, clean, performance — protein brands, functional foods, diet categories
- Script or hand-lettered: Artisan, small-batch, craft — premium sauces, specialty foods, farm-direct brands
- Bold condensed: Impact, value, filling — snack foods, cereals, mass-market
These are not rules — they're conventions. Breaking them with intention can create strong differentiation. Using them without understanding them creates packaging that feels generic within the category.
Colour for Appetite and Freshness Signalling
Colour psychology in food packaging is one of the more documented areas of consumer research:
- Red and orange: Appetite stimulants. Dominant in fast food, snack foods, condiments.
- Green: Freshness, health, natural. Dominant in produce, organic, and health food categories.
- Brown and kraft tones: Artisan, natural, unprocessed. Strong in premium and organic food brands.
- White: Clean, pure, light. Dominant in dairy, diet foods, and natural/minimal brands.
- Black: Premium, bold, sophisticated. Increasingly used in premium food and beverage for shelf differentiation.
- Yellow: Energy, freshness, optimism. Common in breakfast foods, citrus products, snacks.
These are category-level patterns, not universal rules. A black label on a premium hot sauce signals craft and intensity. A black label on baby food would signal incorrectly. Context determines meaning.
E-Commerce Food Packaging: A Different Design Problem
In e-commerce, the primary view is a square or portrait product image on a white or neutral background, displayed at 300–600px wide. At that scale:
- Text smaller than approximately 14pt in the original design becomes illegible
- Complex background textures blend into visual noise
- The Nutrition Facts panel, ingredient list, and back panel content are typically not visible in the hero image at all — they appear in additional image slots or a scrollable info section
This means the front panel design must carry the full product story for the e-commerce context, while the back panel carries the regulatory and detail content for the in-hand context.
For food brands launching primarily online, design the front panel as if it will always be viewed at thumbnail scale on a phone screen. Then verify it works at full size in the retail context.

Nutrition Facts panel setup is a separate cost item because formatting the panel to FDA specification — precise type sizes, column widths, line weights, nutrient row ordering — requires technical expertise beyond standard graphic design. Many printers and label manufacturers will not accept a Nutrition Facts panel that doesn't meet FDA format specifications.
FAQs
Does every food product need a Nutrition Facts panel? Most packaged foods sold in the US require a Nutrition Facts panel. Exemptions include: raw produce, plain meat and poultry (USDA-regulated, different rules), fish sold by weight, restaurant food and other food service, foods sold in very small quantities by small businesses, and certain dietary supplements (which use the Supplement Facts format instead). Verify against FDA's current exemption list for your specific product category.
What is the minimum type size for Nutrition Facts panels? 6pt is the minimum type size for most content within the Nutrition Facts panel. Some specific elements (the "Nutrition Facts" header, the calorie value) have their own size requirements based on panel dimensions. Very small packages may qualify for simplified or tabular formats with different size requirements.
Can I use "all natural" on my food label? FDA has not formally defined "natural" for use on food labels. The agency has stated informally that it does not object to the use of "natural" when the food does not contain added colour, artificial flavours, or synthetic substances — but there is no FDA regulation codifying this. FTC has pursued enforcement against food brands making "natural" claims on products containing synthetic ingredients. The safest approach is to avoid "all natural" unless you have a clear regulatory opinion supporting its use for your specific product.
What is USDA Organic and how do I use the seal? USDA Organic certification is administered by USDA-accredited certifying agents under the National Organic Program. A product can be labelled "Certified Organic" and display the USDA Organic seal only if it is certified by an accredited agent. "100% Organic" requires all ingredients to be certified organic. "Organic" requires at least 95% certified organic ingredients. "Made with Organic [ingredient]" requires at least 70% certified organic ingredients — and cannot display the USDA Organic seal.
Do I need different packaging for the EU market? Yes. EU food labelling is governed by Regulation (EU) 1169/2011, which differs significantly from US FDA requirements: the Nutrition Declaration format is different, allergen labelling rules differ (14 major allergens vs the US Big Nine), date marking uses "best before" or "use by" rather than the US approach, and certain additives and colours require warning statements not required in the US.
