Regulatory Environment

INVIMA (Instituto Nacional de Vigilancia de Medicamentos y Alimentos) governs food, cosmetics and pharmaceutical labelling and enforcement. Resolución 2492 de 2022, regulating Ley 2120 de 2021, requires black octagonal front-of-pack warning seals reading 'exceso en' (excess in) sodium, sugars, saturated fat or trans fat, positioned in the upper third of the front panel; the rule took full effect 15 June 2023, with non-compliant products subject to removal from sale and significant fines. Resolution 5109/2005 continues to govern the general nutritional-labelling table in Spanish for prepackaged foods generally. Decree 1500/2007 covers meat and poultry inspection and labelling.
